Simultaneously press the Windows image + R keys to open the 'Run' command box.
In run command box, type regedit press Enter to open the Registry Editor.
At the left pane, navigate to the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm

At the right pane:

-Double click the "Start" key.

-Modify the value data from '3' to '4'

-Click OK.

-Restart the PC

To anyone that ever have the same problem, i found out a solution for my case.

Physically unplugging the battery and waiting like 1-2 minuts before plugging it back made the CPU runn at normal speed again.

I hope you guys will never have this issue but still, here is the answer (and you are free to try all the previously mantioned things i've tested)

I had the same issue, the CPU was stuck at 800Mhz on Windows 10 and on Ubuntu.I found a fix without having to open the bottom lid and removing the battery:

Disconnect the power supply and use the laptop until the battery is empty.

The laptop shut down when the battery was almost empty, I restarted it again to really drain the battery. At 0% battery load I pressed the power button several times until nothing happened anymore. After waiting a minute I reconnected the power supply, hold the power button down for some seconds and started the laptop again. That solved it! The CPU now runs at 3.12 GHz as expected
